Google Forms is free. That's the entire product tier.

LimeSurvey's free tier has limits (1,000 responses per month). Serious projects cost money: EUR 29 per month for 10,000 responses per year, up to EUR 75 per month for 50,000. Or you pay nothing and run it on your own server.
